Photoshop is good but costly, a decent free software is ifranview - http://www.irfanview.com/ never used it for compression though but it does have the feature

Agree to previous one. The Irfanview is very good tool but not sure about compression also. I think it is possible to try it for free.

Yes I know some of the image compression tools which I think you can use.
1.JPG Optimizer
2.PunyPNG - PNG Compression and Image Optimization and
3.ReaCompressor
You should try them.
