Is there anyway to access any web pages (say in public_html) while waiting for the domain name to transfer over?

I can access cPanel no problems, but can't seem to use any of:

http://<ip address>/index.html
http://<ip address>/home/<username>/index.html

and countless other tries.

you have to use http://<ip address>/~<username> until the name server change.
